Not that much to teach really.
Using a tripod and filter that makes it possible to use long exposuretimes in daylight. In my case I've got the Hoya ND400. Exposure time wise I use trial and error really to get the exposure I like.
Then I open up the picture in Camera Raw, change the temperature a bit due to the magenta cast that always comes with the nd400 filter. Then its up to you really, bit more or less contrast, vibrance and so on.
In this shot I just passed it through to Photoshop and cropped out the vignetting resized it and sharpened it for web really. Hope that helps.
